Requires the State Department of Social Services to submit a federal waiver request on or before July 1, 2023, and annually thereafter to exclude basic allowance for housing from countable income for CalFresh eligibility determinations for uniformed service members.

Upon federal waiver approval, the department must consult with the County Welfare Directors Association of California, CalFresh recipient advocates, and the Military Department to issue guidance on updated eligibility requirements and benefit calculations for uniformed service members receiving housing allowances.

Constitutes a state-mandated local program to the extent it expands county duties, with reimbursement to be made pursuant to statutory provisions if the Commission on State Mandates determines the bill contains mandated costs.
