Amends Government Code Section 8589.71 to add developmental disability services as a required field of representation on the Alfred E. Alquist Seismic Safety Commission.

The commission consists of 15 members, including 10 appointed by the Governor (subject to Senate confirmation), representatives from the Office of Emergency Services, the Division of the State Architect, and the California Building Standards Commission.

Commission members must represent structural engineering, planning, fire protection, public utilities, insurance, social services, emergency services, and other local government areas serving the public interest.

At least four members must be submitted by the League of California Cities and the California State Association of Counties, including at least one building official and one from a local fire protection entity.
