Prohibits the State Lands Commission and local trustees of granted public trust lands from granting leases or issuing permits for extraction or removal of hard minerals from state waters subject to tidal influence, except in waters east of the Carquinez Bridges on Interstate 80.

Defines "hard minerals" to include metals, placer deposits, nonmetallic minerals, gemstones, ores, gold, silver, copper, lead, iron, manganese, silica, chrome, platinum, tungsten, zirconium, titanium, garnet, and phosphorus, but excludes rock, gravel, sand, silt, coal, oyster shells, and hydrocarbons.

Allows scientific research and collections conducted by educational, scientific, research institutions, or governmental agencies to proceed without restriction.

Establishes legislative findings that seabed mining poses unacceptably high risks to marine ecosystems, indigenous tribes, commercial fishing, and tourism industries, and is inconsistent with public trust principles.

Amends Section 6303 of the Public Resources Code to clarify dredging provisions while repealing previous authorization for hard mineral extraction leases.
