Requires a minimum of three written or oral quotations for contracts between $5,000 and $150,000 to allow price and terms comparison.

Maintains requirement that architectural, landscape architectural, engineering, environmental, land surveying, and construction project management services exceeding $150,000 must follow Government Code Chapter 10 procedures.

Allows entities to use flexible procurement methods authorized under state or federal law, including competitive negotiation processes, while maintaining acquisition and contracting guidelines.
