Prohibits the California Gambling Control Commission from requiring a person or entity with a valid license or work permit to apply for an additional license to hold the same position at another gambling enterprise.

Allows persons or entities to submit their existing license or work permit number to be endorsed on the license certificate of another gambling enterprise for the same position.

Repeals provisions allowing key employees to work at multiple gambling establishments simultaneously and removes the requirement for a portable personal license program.

Changes key employee license validity period to initially 2 years from issuance, then 3 years upon each renewal (compared to the previous 2-year renewal period).

Other gambling licenses remain valid for 2 years initially and 2 years upon each renewal.
