Prohibits firearm retailers from charging more than 5% of the purchase price as a restocking or return-related fee when a buyer cancels a firearm purchase within the mandatory 10-day waiting period.

Exempts special order firearms from the restocking fee cap, where "special order" is defined as a specific buyer request for the licensee to order a firearm not currently in inventory.

Applies to all licensed firearm retailers in California cities, counties, and city-counties.

Approved by the Governor on July 21, 2022, and became Chapter 141 of the Penal Code.
