Authorizes the Metropolitan Water District of Southern California to use three alternative project delivery methods for regional recycled water and water infrastructure projects: design-build, progressive design-build, and Construction Manager/General Contractor (CM/GC) method.

Limits use of alternative delivery methods to no more than 15 capital outlay projects, with progressive design-build and CM/GC methods expiring January 1, 2028.

Requires design-build entities, construction managers, and contractors to commit to using skilled and trained workforce for apprenticeable occupations in building and construction trades, subject to exceptions for project labor agreements.

Mandates the Metropolitan Water District submit reports to the Legislature by January 1, 2027 describing each progressive design-build and CM/GC project completed, including cost, schedule, and effectiveness assessments.

Creates an exception to existing competitive bidding requirements for contracts awarded under these alternative delivery methods, allowing best value or qualifications-based selection instead of lowest responsible bidder award.
