Establishes a program requiring the Board of Parole Hearings to compensate victims, their next of kin, or family members for reasonable attorney's fees if they wish legal representation at parole suitability hearings and the prosecuting district attorney or Attorney General will not have a representative present.

Limits reimbursement to $900 per victim per scheduled parole hearing and restricts compensation to one attorney per victim per hearing.

Requires the prosecuting district attorney's office or Attorney General's office to provide reasonable notice to the board and victim if they will not be sending a representative to the parole hearing.

Applies to parole suitability hearings including youth offender parole hearings, elderly parole hearings, and hearings under California Constitution Article I, Section 32.

Requires the board to reimburse fees after the hearing upon receipt of the attorney's billing records and allows compensation for reasonable preparation work if a hearing is canceled after an attorney has begun preparation.
