Requires victims who wish to be heard at resentencing hearings to notify the prosecution within 15 days of being notified that resentencing is being sought, and mandates courts provide an opportunity for victims to be heard.

Limits notice requirements for parole hearing attendance to no more than 15 days for victims, victims' next of kin, family members, victim representatives, their counsel, and victim support persons.

Allows resentencing to be granted without a hearing only upon stipulation by parties, unless a victim requests to be heard pursuant to California Constitution Section 28 or other applicable law.

Maintains existing victim rights to appear at parole hearings, express views concerning the inmate and crimes, and have statements considered by the Board of Parole Hearings when deciding on parole suitability.
