Expands the definition of "public works" under prevailing wage laws to include on-hauling of materials used for paving, grading, and fill onto a public works site, but only if the individual driver's work is integrated into the flow process of construction.

Maintains existing requirement that hauling of refuse from a public works site to an outside disposal location qualifies as public works for prevailing wage purposes.

Clarifies that "hauling of refuse" includes soil, sand, gravel, rocks, concrete, asphalt, excavation materials, and construction debris, but excludes recyclable metals separated at the jobsite and sold at fair market value.

Makes willful violations of prevailing wage laws on these expanded public works activities subject to misdemeanor penalties.

Restores the holding of O. G. Sansone Co. v. Department of Transportation (1976) regarding on-hauling of materials onto public works sites.
