Extends indefinitely the alternative process for electronic submission and approval of employer work sharing plan applications, previously set to expire January 1, 2024.

Requires the Employment Development Department to accept electronic signatures on all work sharing plan documents.

Mandates that work sharing plan applications approved by the director be deemed approved for one year, beginning September 15, 2020.

Requires the department to mail claim packets to eligible employers within 5 business days of application approval, or provide online claim forms if the application was submitted electronically.

Specifies that employers remain responsible for the completeness and integrity of work sharing certification forms and must meet all required unemployment insurance claim filing and weekly certification requirements.
