Prohibits skilled nursing facilities and residential care facilities from denying entry to representatives of the Office of the State Long-Term Care Ombudsman acting in their official capacity, with exceptions for public health orders.

Allows facilities to require ombudsman representatives to follow infection control protocols during states of emergency or health emergencies, provided these protocols are no more stringent than those required for facility staff.

Addresses denials of ombudsman access that occurred during the COVID-19 pandemic, which prevented investigation of complaints and witnessing of advance health care directives required under Probate Code Section 4675.

Reaffirms the unabridged right of Long-Term Care Ombudsman representatives to enter facilities to perform their official duties.
