Repeals the provision allowing jurisdictions to count up to 10% of waste diversion through transformation (incineration/energy conversion), requiring the full 50% diversion requirement to be met through source reduction, recycling, and composting only.

Repeals provisions that previously allowed reduced diversion requirements for cities and counties that disposed of 75% or more of solid waste through transformation before January 1, 1990.

Establishes the Zero-Waste Equity Grant Program as a competitive grant program funded by legislative appropriation to support communities transitioning to zero-waste economies through projects like resource recovery parks, repair services, and reusable product initiatives.

Requires the Department of Resources Recycling and Recovery to prioritize grant funding for communities most impacted by transformation facilities and prohibits grants for projects involving combustion, incineration, or energy generation.

Mandates the department consult with the California Workforce Development Board and Department of Industrial Relations to submit policy recommendations within two years on increasing zero-waste sector job opportunities, labor standards, and worker pay.
