Exempts associates registered with the Board of Behavioral Sciences from registration and certification requirements.

Requires programs providing graduate student practicum to report to department-approved certifying organizations any student removed due to ethical or professional conduct violations.

Requires certifying organizations to contact other approved organizations before registering or certifying a counselor to determine if the individual has had registration revoked or been removed from postgraduate practicum for ethical violations.

Requires certifying organizations to deny registration requests from individuals whose certification was previously revoked or who were removed from postgraduate practicum for ethical or professional violations, with written notice and appeal rights.
