Establishes the Tribally Approved Homes Compensation Program to provide $75,000 annual allocations to eligible tribes and tribal organizations in California for recruiting and approving foster and adoptive homes for Indian children under the Indian Child Welfare Act.

Requires tribes and tribal organizations to submit a letter of intent by May 1 describing how they will recruit and retain staff to administer the tribally approved homes process, with no minimum home approval requirement imposed by the state.

Requires participating tribes and tribal organizations to submit progress reports by August 1 detailing homes approved, recruitment efforts, and challenges experienced during the funded fiscal year.

Requires the State Department of Social Services to compile progress reports annually and submit a consolidated report to the Legislature by January 1 following the fiscal year covered.

Makes funding contingent upon an appropriation in the annual Budget Act.
