Elevates possession of an unserialized firearm from a misdemeanor to a felony punishable by imprisonment pursuant to subdivision (h) of Section 1170.

Elevates possession of a firearm with an altered, removed, or obliterated serial number from a misdemeanor to a felony punishable by imprisonment pursuant to subdivision (h) of Section 1170.

Changes penalties for violations of firearm manufacturing and assembly requirements from county jail time (six months to one year) and fines up to $1,000 to felony imprisonment pursuant to subdivision (h) of Section 1170, applying equally to all firearms regardless of type.

Clarifies that firearm serialization requirements apply to all unserialized firearms owned as of July 1, 2018, including those manufactured or assembled by individuals, with deadlines for obtaining and inscribing Department of Justice-issued serial numbers.

Specifies no state reimbursement is required for local agencies or school districts because the act only changes penalties for existing crimes within the meaning of Government Code Section 17556.
