Designates the first Tuesday after the first Monday in November in any even-numbered year (statewide general election day) as a state holiday.

Requires public schools and community colleges to close on statewide general election days; requires California State University campuses to close and requests University of California campuses to close on those days.

Entitles state employees to paid time off on statewide general election days, with specified exceptions.

Modifies Washington Day (third Monday in February) to be observed only in odd-numbered years, freeing that date in even-numbered years.

Provides for state reimbursement to local agencies and school districts for any costs mandated by these changes, subject to Commission on State Mandates determination.
