Adds Section 44300.5 to the Education Code regarding emergency career substitute teaching permits

Allows the Commission on Teacher Credentialing to accept an alternative employment verification method for applicants seeking an emergency career substitute teaching permit

Alternative verification accepts 3 consecutive years of at least 90 days per year of day-to-day substitute teaching accumulated from one or more California school districts participating in a consortium with the requesting school district
