Requires the California Health Benefit Exchange (Covered California) to implement health care affordability assistance options that reduce cost sharing including copays, coinsurance, and maximum out-of-pocket costs, and eliminate deductibles for all benefits.

Specifies minimum actuarial values for cost-sharing assistance based on income: at least 94 percent for enrollees under 200 percent of federal poverty level, at least 90 percent for those between 200-300 percent, and at least 85 percent for those between 301-400 percent of federal poverty level.

Requires assistance to be scaled to income with enrollees at lower income levels receiving greater help within each income bracket.

Allows cost-sharing assistance of up to 80 percent actuarial value for enrollees with income over 400 percent of federal poverty level depending on available funding.

Requires the Exchange to adopt standard benefit designs consistent with the specified cost-sharing assistance levels.
