Establishes the Dog and Cat Bill of Rights requiring animal control agencies, shelters, and rescue groups to post a notice describing dogs' and cats' rights to freedom from cruelty, comfort, mental stimulation, proper nutrition, veterinary care, identification, and spaying/neutering.

Facilities must make the notice available through at least one method: posting on website, displaying in facility, or including on adoption applications.

Commencing January 1, 2024, facilities face civil penalties of up to $150 for violations occurring more than 60 days after a first offense; first violations are not subject to fines.

Attorney General, district attorneys, or city attorneys may bring civil enforcement actions for violations.

Does not create private lawsuits or criminal penalties and is intended solely for educational purposes to inform potential pet owners of basic care standards.
