Requires general acute care hospital owners to annually include information about earthquake performance in emergency training, response, recovery plans, and capital outlay plans, starting July 1, 2023, until all owned buildings comply with seismic safety standards.

Mandates hospitals with non-compliant buildings post notices in public areas by January 1, 2024, informing patients that the hospital does not meet seismic safety requirements required by January 1, 2030.

Requires hospital owners to provide annual status updates on Structural Performance Category ratings and services to county boards of supervisors, city councils, labor unions, fire/emergency services boards, the Department of Health Care Access and Information, and other specified entities starting January 1, 2024.

Establishes labeling requirements where SPC-2 buildings must be identified as "may not be repairable or functional following an earthquake" and SPC-5/NPC-5 buildings may be labeled "earthquake resilient."

Specifies that no state reimbursement is required because costs are incurred only from changes to criminal penalties related to the new requirements.
