Each local government (cities, counties, special districts) must complete an inventory of accessible, permanent public restrooms owned and maintained by the government that are available to the general public, with initial submission to the State Department of Public Health by July 1, 2023, and quarterly thereafter.

The State Department of Public Health must compile the information into a user-friendly, searchable database organized by ZIP Code on its public website by March 1, 2024, updated quarterly, with a notice that hours of operation and accessibility are not guaranteed.

The State Department of Public Health must conduct educational outreach to the general public and homelessness service providers about the availability of the searchable database.

All provisions of this section expire and are repealed on January 1, 2027.

Local governments that incur costs from this mandate may seek reimbursement from the state pursuant to existing statutory procedures if the Commission on State Mandates determines the costs are state-mandated.
