Expands cannabis regulation system to include cannabis products intended for use on or consumption by animals, excluding livestock and food animals.

Prohibits veterinarians from dispensing or administering cannabis to animals, but allows them to recommend cannabis for potential therapeutic or health supplementation purposes without board discipline, except if employed by or contracted with a cannabis licensee.

Requires the Veterinary Medical Board to adopt guidelines for veterinarian cannabis recommendations by January 1, 2024, and post them on its website.

Requires the Department of Cannabis Control to promulgate regulations establishing standards for animal cannabis products by July 1, 2025; products cannot be marketed or sold before regulations take effect.

Clarifies that cannabis concentrates and edible cannabis products are not considered processed pet foods under the Pure Pet Food Act of 1969.
