Expands the definition of "public works" under Labor Code Section 1720 to include street sweeping maintenance performed for routine cleaning of publicly owned or publicly operated streets, roads, or highways done under contract and paid for in whole or in part with public funds.

Defines "street sweeping" as the sweeping of streets, roads, or highways where the area being swept is primarily used for vehicle travel.

Incorporates provisions from Assembly Bill 1717 regarding fuel reduction work for fire mitigation projects as a public works category, effective January 1, 2024, with exemptions for Indian lands and nonprofit organizations until January 1, 2025.

Makes willful violations of prevailing wage laws on the newly defined street sweeping public works a misdemeanor, creating a state-mandated local program.

Clarifies that no state reimbursement is required because costs incurred by local agencies result from changes to the definition of a crime under Article XIII B of the California Constitution.
