Appropriates $100,000,000 for the 2022–23 fiscal year to establish the Substitute Educator Support Grant Program administered by the State Department of Education.

Provides one-time competitive grants to local educational agencies (school districts, county offices of education, charter schools, and state special schools) to address substitute educator shortages or provide professional development.

Grant amounts range from $75,000 to $250,000 per recipient based on average daily attendance, with $22 million allocated to small agencies, $55 million to mid-size agencies, and $23 million to large agencies.

Grants may be used for professional development, regional substitute programs, guaranteed work day programs, full-time substitute hiring, recruitment, and pay rate increases (only if paired with other allowable uses).

Requires grant recipients to report recruitment and retention outcomes to the State Department of Education, and mandates the Legislative Analyst's Office to evaluate program success and report findings to the Legislature and Department of Finance by October 1, 2028.
