Amends definitions in the Plastic Pollution Prevention and Packaging Producer Responsibility Act, including clarifying terms related to covered materials, producers, recycling, and responsible end markets.

Modifies the producer responsibility advisory board's role to require it to offer recommendations for resolving disruptions to waste collection and recycling operations within 90 days, and allows either party to pursue nonbinding arbitration if disruptions are found.

Authorizes arbiters to order remedial actions to address disruptions or adverse effects to solid waste collection programs, recycling facilities, or composting facilities, with results reported to the Legislature.

Makes technical amendments to definitions including "responsible end market" to clarify criteria for environmentally sound recycling and disposal of contaminants and covered materials.
