Clarifies that a person over 17 years and 6 months of age with a valid instruction permit may operate a motor vehicle under supervision.

Expands the supervision requirement to include permit holders under paragraph (5) of subdivision (a), in addition to those under paragraphs (1) through (3).

Requires an accompanying licensed driver to be at least 18 years old, hold a valid California driver's license of the appropriate class, and not have driving privileges subject to probation.

Mandates that the accompanying licensed driver remain in a position within the driver's compartment to assist with vehicle control, avoid collisions, and provide immediate guidance.

Updates pronoun usage from "his or her" to "their" for gender-neutral language.
