Establishes California Student Housing Revolving Loan Fund Act of 2022 to provide zero-interest loans to University of California, California State University, and California Community Colleges for affordable student and faculty/staff housing construction, with intent to appropriate $900,000,000 each in 2023-24 and 2024-25 fiscal years.

Appropriates $1,434,133,000 for Higher Education Student Housing Grant Program in 2022-23, including $27,107,000 additional allocation to California State University, Humboldt, while eliminating previous $3,893,000 appropriation for unspecified projects.

Revises Cal Grant program appeal process to allow Student Aid Commission to grant appeals for 2023-24 academic year only to institutions that lost Cal Grant eligibility due to acquisition of out-of-state institutions that subsequently closed between 2019-20 and 2022-23 academic years.

Modifies NextUp program for foster youth to change age eligibility requirement from not older than 25 at commencement of any academic year to not older than 25 at commencement of year student first enrolls, and deems eligible foster youth automatically enrolled without additional eligibility requirements.

Expands Part-time Community College Faculty Health Insurance Program to include multidistrict part-time faculty working across multiple districts and defines "month" as 20 days or 4 weeks of 5 days each for purposes of the Classified Community College Employee Summer Assistance Program.
