Increases the income level for maintenance for medically needy persons to equal the income limit for Medi-Cal without a share of cost for seniors 65+ and disabled individuals (138% of federal poverty level), effective January 1, 2024, pending federal authorization.

Applies to single individuals and families; replaces the prior calculation based on 80% of family of two assistance payments multiplied by the federal financial participation rate.

Requires the Department of Health Care Services to seek any necessary federal authorization and implement changes through all-county letters or similar instructions, with regulatory adoption within 2 years.

Maintains existing protections for medically needy persons regarding share of cost calculations and income maintenance levels established as of June 30, 1991.

Updates Section 14005.13 regarding therapeutic wage exemptions for long-term care facility residents to reference the new income maintenance level standards.
