Removes the prohibition on class 3 electric bicycles on bicycle paths and trails, while authorizing local authorities and the Department of Parks and Recreation to prohibit any class of electric bicycle on equestrian trails, hiking trails, and recreational trails.

Allows bicycle operators to proceed through intersections when facing a pedestrian control signal displaying "WALK" or an approved "Walking Person" symbol, unless directed otherwise by a bicycle control signal, effective January 1, 2024.

Requires motor vehicles passing bicycles to move into an adjacent lane of traffic if available before passing, in addition to maintaining the existing 3-foot minimum distance requirement.

Prohibits cities and counties from requiring bicycles to be licensed, effectively eliminating bicycle licensing ordinances.

Clarifies that peace officers may only stop pedestrians for traffic signal violations if a reasonably careful person would recognize an immediate danger of collision with a moving vehicle.
