Requires exclusive employee representatives have access to in-person meetings with newly hired public employees within 30 days of hire, with employees relieved of duties for up to 30 minutes of paid communication time, through June 30, 2025.

Increases the number of civil service exempt labor relations officers the Governor may appoint from 10 to 12, with no increase in authorized department expenditures.

Appropriates $2,925,000,000 from the General Fund to supplement the Public Employees' Retirement Fund, apportioned across state employee member categories: $1,333,958,000 to miscellaneous, $81,612,000 to industrial, $171,392,000 to safety, and $1,338,038,000 to peace officer/firefighter categories.

Establishes the Women in Construction Priority Unit within the Department of Industrial Relations to coordinate support for women and nonbinary individuals in construction, including developing recruitment materials, training, and leadership programs.

Creates the Apprenticeship Innovation Funding Program and Youth Apprenticeship Grant Program to provide grants for apprenticeship support, training, and youth apprenticeship expansion, contingent on legislative appropriation, with reporting requirements on recruitment, completion, and demographic data.
