Creates a grant program administered by the Department of Housing and Community Development to incentivize local agencies to convert publicly owned golf courses into housing and open space upon legislative appropriation.

Requires at least 25 percent of new dwelling units to be affordable to lower income households, with at least 15 percent of the development dedicated to publicly accessible open space.

Limits nonresidential uses (including parking) to no more than one-third of the development's square footage, excluding open space.

Imposes deed restrictions of 55 years for rental units and 45 years for ownership units to maintain affordability, with rental rates capped per Section 50053 and ownership costs capped per Section 50052.5.

Allocates grant funding based on the number of affordable units proposed, with half disbursed upon execution of a development agreement and half upon project completion.
