Establishes the California Center for Climate Change Education at West Los Angeles College within the Los Angeles Community College District to promote climate change education across California Community Colleges.

Center mission includes serving as a resource for community colleges on climate change education, building career pathways to certificates and degrees, and expanding internships and work-based learning opportunities in green jobs and environmental justice sectors.

Appropriates $5,000,000 from the General Fund for center development and initial operations, with funds available for encumbrance up to five years for curriculum development, internships, and staff hiring.

Requires the center to partner with local and regional entities, develop an annual urban climate change and sustainability conference, and consult with faculty from California Community Colleges, California State University, and University of California systems.

District must submit a summary report by January 1, 2027 to the Assembly Committee on Higher Education, Senate Committee on Education, and the Office of the Chancellor evaluating the center's progress and accounting for fund expenditures.
