Creates the Youth Transit Pass Pilot Program administered by the Department of Transportation to award grants to transit agencies for free youth transit passes for students attending educational institutions.

Transit agencies may partner with one or more educational institutions (K-12, community colleges, Cal State, UC) or apply independently if they already operate an existing fare-free program for youth ages 18 and under.

Grant funds may be used for creating, distributing, and administering free youth transit passes; providing free transit service; maintaining or expanding existing fare-free programs; and enhancing transit service or operational improvements.

Department must allocate grants based on each transit agency's proportional share of statewide farebox revenues from fiscal year 2018-19, with no more than 2 percent of appropriated funds used for program administration.

Requires the Department of Transportation to report to the Legislature by January 1, 2027 on program outcomes, ridership changes, greenhouse gas emissions reductions, and equity impacts; the program automatically repeals January 1, 2028.
