Requires the Superintendent of Public Instruction to prioritize partnership academy grant proposals based on school districts' enrollment of unduplicated pupils, pupils underrepresented in career technical education or STEM, and at-promise pupils.

Authorizes the Superintendent to also prioritize school districts located in rural or economically disadvantaged areas when awarding new partnership academy grants.

Expands references to "career technical education or STEM" throughout the partnership academies program requirements to explicitly include STEM courses alongside career technical education.

Maintains existing partnership academy requirements including 100 percent matching funds from districts and private sector organizations, combined academic and occupational training, and internship components for participating students.
