Department of Child Support Services must make voluntary declaration of parentage forms available in both paper and electronic versions starting January 1, 2024.

Authorized signatories and witnesses may use electronic signatures on voluntary declarations of parentage if the signature is unique, independently verifiable, under sole control of the user, linked to data to detect tampering, and invalidated if data is changed.

Electronic version of the form may include functionality to transmit data electronically to the Department of Child Support Services and deliver forms electronically to signatories and local child support agencies instead of mailing or delivering paper copies.

Changes apply to voluntary declarations establishing parentage for both genetic parents of unmarried mothers and intended parents of children conceived through assisted reproduction.

Operative date for these amendments is January 1, 2024.
