Requires the State Water Resources Control Board to provide federal Infrastructure Investment and Jobs Act funds to community water systems for removing or replacing lead service lines owned by the water system and lead service lines owned by property owners within their jurisdiction.

Mandates community water systems prioritize federal funding for disadvantaged communities and use funds for pitcher filters, tap sampling, laboratory analysis, and customer outreach.

Requires community water systems to notify property owners at least 45 days before replacing unknown material or lead-containing user service lines, provide lead hazard information, offer tap sampling before and after replacement, and supply ANSI-certified pitcher filters with six months of cartridges.

Exempts emergency repairs from advance notice requirements but requires water systems to provide notification as soon as practicable, including hazard warnings and pitcher filters.

Remains in effect until January 1, 2025, or until the State Water Resources Control Board adopts regulations implementing the federal Lead and Copper Rule Revisions, whichever occurs first.
