Extends authorization for counties and public entities to use construction manager at-risk construction contracts until January 1, 2029 (previously set to expire January 1, 2023)

Allows construction manager at-risk contracts for infrastructure projects exceeding $1,000,000, including buildings, utility improvements, flood control, underground utilities, and bridges

Requires construction manager at-risk entities and all subcontractors to use skilled and trained workforce for apprenticeable occupations in building and construction trades, unless a project labor agreement is in place

Limits retention proceeds withheld from construction manager at-risk entities to 5 percent when a performance and payment bond is required

Mandates public notice of subcontracted work availability and establishes fixed dates for subcontract awards through county or public entity procedures
