Adds Section 21168.6.15 to the Public Resources Code to establish streamlined environmental review procedures for the Concord Base Reuse Project, a 2,268-acre redevelopment of the former Concord Naval Weapons Station in the City of Concord.

Requires the lead agency to prepare and certify an environmental impact report (EIR) concurrently with the record of proceedings, with documents made publicly available electronically within specified timeframes.

Establishes public participation requirements including an informational workshop within 10 days of draft EIR release, a public hearing within 10 days before the close of the public comment period, and optional nonbinding mediation for commenters.

Limits post-comment-period written submissions to issues addressing new agency responses, new information, project changes, proposed conditions or mitigation measures, or previously unknown information that could not have been reasonably known during the comment period.

Requires the lead agency to certify and file the record of proceedings within five days after final project approval, with the applicant bearing all preparation costs; disputes over record contents resolved by superior court.
