AB 1936 Summary

• Renames Hastings College of the Law to "College of the Law, San Francisco" effective January 1, 2023, following consultation with Round Valley Indian Tribes and Yuki descendants regarding founder S.C. Hastings' documented involvement in genocidal acts against Native Californians.

• Changes board governance by requiring a majority (rather than six) directors constitute a quorum, making all director positions subject to 12-year terms (instead of reserving one seat for Hastings heirs), and requiring all board vacancies to be filled by Governor appointment with Senate approval.

• Establishes 21 restorative justice commitments for the college including scholarships for Round Valley tribal members, an Indigenous Law Center, pro bono legal assistance, permanent campus memorial to the Yuki people, and collaboration with tribal leadership on federal and state matters.

• Makes conforming amendments throughout Education Code, Government Code, Health and Safety Code, and Penal Code to update references from "Hastings College of the Law" to "college named in Section 92200" across numerous sections covering student financial assistance, campus safety, and higher education financing programs.

• Incorporates conditional operative language coordinating with AB 1467 regarding sexual assault and domestic violence victim support procedures at the renamed institution.
