Requires the State Department of Health Care Services to establish a health expense account program for pregnant Medi-Cal beneficiaries and Medi-Cal Access Program subscribers by July 1, 2023.

Provides eligible pregnant individuals reimbursement for out-of-pocket pregnancy-related costs up to $1,250, including doula services, midwifery care, lactation support, prenatal vitamins, lab tests, prenatal acupuncture, and transportation to medical care.

Requires reimbursement requests to be submitted within 3 months after the end of pregnancy to be eligible for payment.

Directs the department to seek federal financial participation for the program, and to use only state funds if federal funding is unavailable.

Requires the department to contract with a third party through a competitive bid process and to implement the program through all-county letters until formal regulations are adopted by January 1, 2026.
