Renames the Public School Health Center Support Program to the School-Based Health Center Support Program and redefines school-based health centers to include primary medical care, behavioral health services, and dental care services provided onsite or through mobile health or telehealth.

Increases planning grant amounts from $25,000-$50,000 (6-12 months) to $50,000-$100,000 (up to 24 months) and increases facilities and startup grants from $20,000-$250,000 per year to $300,000-$850,000 for a 3-year period.

Replaces sustainability grants with expansion grants available in amounts of $150,000-$300,000 for up to 3 years to renovate existing centers or enhance services at fully operational centers.

Requires the State Department of Education's Office of School-Based Health Programs to work with the State Department of Public Health in supporting the school-based health center program.

Establishes standardized data collection procedures from school-based health centers and requires consultation with stakeholders including the California School-Based Health Alliance and youth and parent representatives.
