Authorizes community college districts with instructional service agreements with public safety agencies to submit copies of agreements to the Chancellor's Office annually, beginning with the 2022–23 academic year.

Requires districts to submit data on course offerings, student enrollment, full-time equivalent students (FTES), and course completion to the Chancellor's Office beginning January 1, 2024, including historical data from 2020–21, 2021–22, and 2022–23 academic years.

Mandates the Chancellor's Office to issue a recommendation to the Department of Finance and Legislature by December 31, 2024, regarding the FTES apportionment that community college districts are eligible to claim for instructional service agreements with public safety agencies.

Defines public safety agencies as including fire departments, police departments, sheriff's offices, paramedic and emergency medical technician agencies, the California Highway Patrol, and the Department of Corrections and Rehabilitation.
