Requires law enforcement agencies to report their hate crime policies and brochures to the Department of Justice by July 1, 2023, and whenever policies are adopted or amended thereafter.

Directs the Commission on Peace Officer Standards and Training to develop and update a model hate crime policy framework by October 1, 2025, with consultation from subject matter experts and the Attorney General's concurrence.

Mandates the Department of Justice to publish on the OpenJustice Web portal the names of law enforcement agencies that have complied and failed to comply with hate crime reporting requirements, beginning July 1, 2025.

Requires in-service peace officers to complete hate crimes training every six years, including instruction on hate crime indicators, victim impact, legal procedures, and emerging hate crime trends.

Provides for state reimbursement to local agencies for any costs mandated by the state under this act, subject to Commission on State Mandates determination.
