Increases the inflation adjustment to the grade span-adjusted base grant for school districts and charter schools to 15% for the 2022–23 fiscal year.

Replaces "eligible for free or reduced-price meals" with "low-income pupil" (defined as household income at or below 250% of federal poverty level) and adds "pupils experiencing homelessness" as categories of unduplicated pupils for supplemental and concentration grant eligibility.

Requires schools to use alternative household income data collection forms to determine low-income status for pupils not identified through free or reduced-price meal programs, with the State Department of Education to develop a sample form.

Modifies average daily attendance calculations for school districts to use the greater of current year, prior year, or the average of the three most recent prior fiscal years' attendance.

Extends Section 42238.052 (relating to charter school conversion adjustments) with phase-in adjustments for the three prior fiscal years beginning in 2022–23.
