Requires owners and operators of transit hubs, local parks, public buildings, publicly owned buildings, shopping malls, and municipal golf courses with water infrastructure to install and maintain at least one accessible water bottle refill station by January 1, 2025.

Mandates existing non-accessible water bottle refill stations be upgraded to accessible stations by January 1, 2025, or substituted with accessible water coolers or drinking fountain bubblers if upgrade is not feasible.

Defines "accessible" as compliant with federal Americans with Disabilities Act standards and California Building Standards Code accessibility requirements for drinking fountains.

Requires state office buildings to provide one accessible water bottle refill station per 500 occupants and shopping malls to locate stations in public areas rather than individual retail spaces.

Provides for state reimbursement to local agencies and school districts for costs mandated by this legislation through existing statutory procedures.
