Adds fentanyl to Health and Safety Code Section 11370.4, making it subject to the same additional sentencing terms as heroin and cocaine for violations of drug possession for sale laws.

Imposes additional prison terms of 3, 5, 10, 15, 20, or 25 years depending on whether fentanyl substance exceeds 1, 4, 10, 20, 40, or 80 kilograms by weight.

Authorizes trial courts to impose fines up to $1 million, $4 million, or $8 million for fentanyl offenses, depending on the weight threshold triggered.

Courts may strike the additional punishment if they determine circumstances in mitigation warrant it and state their reasons on the record.

No state reimbursement to local agencies is required since the act only changes criminal penalties for existing offenses.
