Creates a 5-year woody biomass rural county collection and disposal pilot program, administered by the Department of Resources Recycling and Recovery, ending January 1, 2028.

Awards funding to rural counties with populations under 250,000 to conduct free community collection days where individuals can dispose of woody biomass and source-separated biomass at no cost.

Requires funded counties to contract with compost, mulch production, or biomass conversion facilities to process collected biomass in ways that emit less greenhouse gas than disposal.

Prioritizes funding for projects with the highest greenhouse gas emissions reductions and allows the department to use up to 5 percent of program funds for administration.

Requires the department to report to the Legislature by March 1, 2028 on the number of counties funded, funding amounts, biomass collected, and estimated greenhouse gas emissions avoided.
