Approves memoranda of understanding and addenda between the state employer and State Bargaining Units 1, 3, 4, 8, 11, 13, 14, 15, 16, 17, 19, 20, and 21, with provisions requiring specific legislative appropriation to take effect.

Allows either the state employer or affected bargaining units to reopen negotiations if funds for agreement provisions are not specifically appropriated by the Legislature.

Establishes continuous appropriations for the 2022–23, 2023–24, and 2024–25 fiscal years to pay compensation and employee benefits to state employees covered by specified memoranda of understanding if the respective Budget Acts are not enacted by July 1.

Adjusts employer and employee contribution percentages for State Bargaining Unit 13's retiree health care prefunding based on actuarially determined normal costs, with a target of 50% cost sharing commencing no sooner than July 1, 2022.

Appropriates $59,535,000 for state employee compensation across the affected bargaining units and excluded employees ($33,305,000 from General Fund, $18,729,000 from special funds, $7,501,000 from nongovernmental cost funds).
