Amends Section 301 of the Public Utilities Code to add regional diversity considerations for Public Utilities Commission appointments beginning January 1, 2024

Requires the Governor and Senate to consider selecting at least one commissioner with permanent residence in northern California, at least one from the central valley, and at least one from southern California

Directs the Governor and Senate to consider candidate pools that collectively represent northern California, the central valley, and southern California when confirming commissioners

Makes no appropriation and does not establish a local program
